Last week we saw President Trump reach out to the Democratic Party by Supporting a Hurricane Harvey Relief Bill, packaged with a short-term debt ceiling extension and government funding.
Senate Minority Leader Chuck Schumer and House Democratic Leader Nancy Pelosi said that "the President and the congressional leadership agreed" to the proposal following a meeting at the White House. Republican lawmakers in the room opposed Schumer and Pelosi's push to extend the debt limit and fund the government for only three months, but President Trump agreed to it.
This clearly irritated the Republican Party leadership as they felt that the debt ceiling extension could have been negotiated over a longer term, and greater benefits could have been arranged.
Publicly there have been many reasons given for the President snubbing his own Party. These have included:
1. He wanted Congress to avoid 2 politically contentious September deadlines
2. He wanted the relief package adopted ASAP to help those suffering from hurricane damage
3. He wanted his Party to focus on the Budget proposals and not be tied up with these other matters
4. He wanted to show his Party that he will deal with the Democrats if his own Party is either unwilling or unable to come up with their own proposals and get them passed.
We have no doubt that these reasons all have some bearing and significance. However, there is another perhaps closer issue to the President’s heart that also has relevance.
The Mueller investigation is expected to be completed within 6-12 months – this is the latest we have heard from our contacts in Washington. Mueller is moving at a considerable pace and has a substantial team around him enabling him to do so. It is almost certain that he has found sufficient evidence to indict some of those around the President for colluding with Russia and possibly money laundering, and also that there have been a number of financial irregularities with President Trump’s previous/past commercial arrangements. Whether there is enough to accuse the President successfully of Fraud, is as yet uncertain, however we believe that there will be sufficient revealed to enable impeachment proceedings to begin. However this is where it becomes interesting.
If President Trump is impeached or forced to resign, then Vice President Pence will take over. Despite his unstinting backing for the President, there is absolutely no doubt that Mike Pence is an ardent right wing Republican – far further right than President Trump and less willing to do any deal with the Democrats.
Now impeachment proceedings can only commence if a sufficient majority in congress permits it to occur. It’s up to the US Congress to decide whether to impeach and convict a President. Both houses are currently controlled by the Republicans, so impeaching President Trump would mean turning against one who is – technically at least – one of their own. We have already seen a few Republicans turn against the President and next year it is quite possible, that the Republican majority may become a Democrat majority. However for an impeachment process to become successful, two-thirds of the Senate must vote for impeachment in order to convict. So by reaching out to the Democratic Party and showing that the alternative to President Trump is President Pence, obtaining two-thirds against the Presidency will become almost impossible to achieve.
So President Trump is now thinking and behaving strategically. Yes working with the Democrats will enable progress to be made, but it will also protect President Trump against the likelihood of impeachment – please remember – you heard it here first.
