This came about in January 2008 as a way of opening stocks when things were going a little bit crazy. The idea was that you could get stocks on the New York Stock Exchange open quicker when Rule 48 was invoked. Normally, designated market makers would have to come up with an opening price, the floor manager would okay it and it would go out in the market. When lots of stuff is going on they might not be able to do this for a long run - they might be a lot of orders coming in and lots of volatility. The idea of Rule 48 is that you don't have to wait for that opening price - you can trades going as soon as possible.

Circuit breakers: what are they and how do they help markets? Rule 48 would typically be invoked on the downside (when panic is grabbing markets):

1) high Levels of volatility on the prior day.
2) foreign markets volatility
3) extreme pre-open session.
4) macro news
