Хозяева капиталистического мира напуганы приближением кризиса и ростом революционных настроений масс. Они решают поставить во главе некоего государства Буфферии, граничащего с Советским Союзом, нового короля - послушную марионетку в их руках. На монарха Буфферии возлагается миссия превратить свое государство в плацдарм для нападения на СССР.
Герои фильма носят имена семи нот — До, Ре, Ми и т. д. Дело происходит в некоем европейском королевстве Буфферия, где заправляют фашисты и капиталисты. Умирает король, не оставив наследника, и наиболее подходящей кандидатурой на престол кажется принц До, погрязший в долгах. Но по дороге в столицу До выпадает из аэроплана в реку, а когда, чудом оставшись в живых, он добирается — оказывается, что принятый за него парикмахер Соль сам объявлен королём.
Поначалу Соль теряется, но его ответы невпопад быстро истолковываются «как надо», в духе политической ситуации. Так, на вопрос о мерах по урегулированию государственного кризиса Соль вспоминает «горячие припарки, свинцовые примочки», что приводит в восторг лидера фашистов Фа. Постепенно Соль входит в роль и делает всё более резкие заявления.
