В основе сюжета - поэма автора популярных официальных песен 1920-х годов, прославлявших энтузиазм комсомольцев новой деревни. В одной из таких деревень веселый гармонист Тимошка избран секретарем партячейки. Отложив гаpмонь в стоpону, герой пpинимается наводить поpядок в селе. Затянувшаяся непривычная тишина быстро приводит к раздору между истинными комсомольцами и подкулачниками. Тогда Тимошка снова берет свою гармонь и снова звучит дружная комсомольская песня...
